    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday, July 17, 2023 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Cindy Gaylor, Tina Nowlin, Veleta Watson, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock and several citizens of the community. Absent were Council Members King Thomas, Tommy Ferguson and Austin McArdle.

    Mr. Kerry Laseter opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the July 3, 2023 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Audit for October 1, 2021 to September 30, 2022 and Council Member Vivian Jones second. All were in favor so the motion carried.

    The Mayor and Council Members went into the Administrative Meeting and the following items were moved to the next Council Agenda.

    The Town Council of the Town of Kinsey held its regular meeting on Monday, July 3, 2023 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.
    Others present were Council Members Veleta Watson, Tommy Ferguson, Tina Nowlin, Cindy Gaylor, Vivian Jones, King Thomas, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock, Corporal Joshua Waybright and several citizens of the community. Absent was Council Member Austin McArdle.

    Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the June 19, 2023 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the financials of May 2023 and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve all three quotes on the parking lot coating for the Town Hall, Senior Citizen Building and the Walking Trail for a total of $8,227.19. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to send Joshua Waybright to a basic sniper course in November of this year and Council Member Tina Nowlin second. All were in favor so the motion carried.

    The Mayor and Council Members went into the Administrative Meeting and the following item was moved to the next Council Agenda.

    The Town Council of the Town of Kinsey held its regular meeting on Monday, June 19, 2023 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.
    Others present were Council Members Cindy Gaylor, Tina Nowlin, Veleta Watson, Vivian Jones, Tommy Ferguson, Town Clerk Rachel Exum, Police Chief Jim Mock, Corporal Joshua Waybright and several citizens of the community. Absent were Council Members Austin McArdle and King Thomas.

    Council Member Vivian Jones opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the June 5, 2023 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to appoint Gene Sims to be on the Board of Adjustments and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to accept the sealed bid from Brannen Motor Company for 3 new 2023 Ford Interceptors for the Police Department for $145,500.00. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Underneath Old Business Council Member Tommy Ferguson talked about not parking big trucks in all of Kinsey instead of just the subdivisions. The mayor said he would have to talk to the town attorney and he would take the ordinances to the attorney too.

    The Town Council of the Town of Kinsey held its regular meeting on Monday, June 5, 2023 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Cindy Gaylor, Veleta Watson, Tina Nowlin, Tommy Ferguson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock, Corporal Joshua Waybright and several citizens of the community. Absent was Council Member Austin McArdle.

    Mayor Jason Reneau opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the May 15, 2023 meeting and Council Member King Thomas second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the Financials of April 2023 and Council Member Tina Nowlin second. All were in favor so the motion carried.

    No motion for the Board of Adjustments Member so leave on the agenda.

    Council Member Tommy Ferguson made a motion to approve a $250.00 contribution to the U.S.A. Youth Enhancement. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve for yellow stripes and reflectors down Sanders Road for $800.00. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to reject the bid from Higgins Electric for the walking trail lights. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to spend $85,000.00 and to go ahead and buy the wire for the walking trail lights. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to give the mayor permission to bid the 3 new police vehicles out, buy the lowest bid for 3 new explorers, let the mayor decide either to buy or lease the new vehicles, let Sci-2-Way on Foster Street equip the new vehicles and to sell the 3 police vehicles that the town owns now. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to appoint Esther Paetz back on the Planning and Zoning Board. Council Member Vivian Jones second and all were in favor so the motion carried.

    The Mayor and the Council Members went into the Administrative Meeting and talked about Wiregrass Pets and to leave it on the administrative agenda.

    Council Member Tina Nowlin made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.

    Council Member Tina Nowlin made a motion to approve the three in-car cameras for the police department and going with Sci-2-Way for $8,250.00. Council Member Cindy Gaylor second and all were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials of February 2023 and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve for Rachel Exum to go to step 11, Lisa Raley to go to step 4, Jim Mock to go to step 10, Caroline to go to step 4, Caemon Metcalf to go to step 3, Max Colon to go to step 9, Philip Rice to stay where he is and Joshua Waybright to stay where he is. Council Member Vivian Jones second and all were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve of Twin States Recreation/Burke Playground Equipment’s quote at $93,509.00 and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve for Caroline Barrett’s One-Day CLE Class in Montgomery and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve for a new computer for Caroline Barrett for $1,268.73 and Council Member Veleta Watson second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve for a new sewer camera and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to adjust Beth Lewis’s water bill to $50.00 even and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Cindy Gaylor made a motion to approve the minutes of the March 6, 2023 meeting and Council Member King Thomas second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the Ordinance 4-3-2023, Felon and Sex Offender Registration, and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the Walking Trail Lights with the stipulation to bid them out and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to table the salaries and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to pay off all of the loans which is for the 2019 F-150 Water Truck, Sewage Loan, 2019 F-150 Police Truck and the 2022 Ford Police Interceptor. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to get 25 Radios for the price of $15.00 per month for the Fire Department with a stipulation of an opinion from the town attorney stating that buying the radios would be legal. Council Member Veleta Watson second and all were in favor except Mayor Jason Reneau abstained so the motion carried.

    Council Member Tommy Ferguson made a motion to approve for Jarvis Powell to be the new member on the Planning and Zoning Board. Council Member Vivian Jones second and all were in favor so the motion carried.

    The Mayor and the Council waived the reading of the Ordinance/Felon and Sex Offender Registration and will vote on it at the next council meeting.

    The Town Council of the Town of Kinsey held its regular meeting on Monday, February 20, 2023 at 6:00 pm at the Senior Building.

    Mayor Pro Tem Austin McArdle called the meeting to order.

    Others present were Council Members Cindy Gaylor, Tommy Ferguson, Austin McArdle, Veleta Watson, Tina Nowlin, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Police Chief Jim Mock and several citizens of the community. Absent was Mayor Jason Reneau.

    Mayor Pro Tem Austin McArdle opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the February 6, 2023 meeting and Council Member Tommy Ferguson second. All were in favor so the motion carried.

    The Mayor Pro Tem and the Council decided to push back the Ordinance 2-20-2023/Felon and Sex Offender Registration to the Police Chief and the Town Clerk to look on adding a fee and how often they have to check in.

    Council Member Tommy Ferguson made a motion to approve $50.00 per day for the employees to spend on meals for the conferences that they have to attend. Council Member Vivian Jones second and all were in favor so the motion carried.

    Council Member King Thomas made a motion to table the walking trail lights until the mayor gets more information on the parameters and bidding. Council Member Cindy Gaylor second and all were in favor so the motion carried.

    The Mayor Pro Tem and the Council decided to push back the Municipal Insurance until the Mayor can confirm if the extra amount to increase the RC on the water tank and well & pump is a replacement cost or cash value.

    Council Member Tommy Ferguson made a motion to table the open slot on the Planning and Zoning Board for pending notification and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion for the town to spend $1,000 dollars on the egg drop and Council Member Vivian Jones second. All were in favor so the motion carried.
