MINUTES

The Town Council of the Town of Kinsey held its regular meeting on Monday, March 4, 2024 at 6:00 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members Tommy Ferguson, Tina Nowlin, Cindy Gaylor, Veleta Watson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Water/Wastewater Operator Max Colon, Police Chief Jim Mock, Sergeant Joshua Waybright and several citizens of the community. Absent was Council Member Austin McArdle.

Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.

Council Member Cindy Gaylor made a motion to approve the minutes of the February 19, 2024 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried.

Council Member Tina Nowlin made a motion to approve the Financials for January 2024 and Council Member Tommy Ferguson second. All were in favor so the motion carried.

The Mayor started talking to the citizens about working on lining the sewer lines and building the Sewer Treatment Plant. The Mayor explained about how the City of Dothan was billing the town based on water sold for the sewage and then the town had to buy a meter pit to read for the sewage sold to the citizens. The sewer bill went up from $17,000.00 to $38,000.00 per month and the Mayor with Commissioner Curtis Harvey went to the City of Dothan to ask for another year to go back to the old rate for the sewer billing but City of Dothan denied the Town of Kinsey. The Town of Kinsey is responsible of the sewer line from the road to the curb of the customers house and the customer is responsible from the curb to the house. The Water/Wastewater Max Colon showed a slide show of all of the issues they have found so far with the sewer camera on the customer and towns side. Some citizens who were at the meeting complained about their high water/sewer bills. The Mayor talked to the citizens about how much the City of Dothan is charging the Town of Kinsey for sewage. The Water/Wastewater Max Colon said that he will go around and put flyers on the customer doors and put green flags in the yard to show where to put the clean outs if they don’t have one.

Council Member Tommy Ferguson made a motion to give the citizens on town sewage 30 days to locate sewer clean outs and fix the problems on the citizens side. No second was made so the motion died.

Council Member Tina Nowlin made a motion to give the citizens on town sewage a notice for 45 days to locate sewer clean outs and if they don’t have one to put a sewer clean out in and 90 days to fix any problems on the customer side. Council Member Vivian Jones second and all were in favor except Council Member Tommy Ferguson said nay but the motion carried.

Council Member Tommy Ferguson made a motion for the Mayor to spend the cheapest price on the roadway for the Sewer Plant. Council Member Tina Nowlin second and all were in favor so the motion carried.  

The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

Council Member Tina Nowlin made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.
