    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday, July 1, 2024 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Tina Nowlin, Veleta Watson, Cindy Gaylor, Tommy Ferguson, Gene Sims, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock, Sergeant Joshua Waybright, Officer Jadyn Morgan and several citizens of the community. Absent was Council Member King Thomas.

    Mr. Kerry Laseter opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Cindy Gaylor made a motion to approve the minutes of the June 17, 2024 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials for April 2024 and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to appoint Gene Sims to replace Austin McArdle as the new Council Member. Council Member Cindy Gaylor second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve Act 88-548 for retirement for employees to retire in 25 years instead of 30 years. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to hire a new attorney, John Byrd, for the town. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the audit for October 2022 to September 2023 and Council Member Vivian Jones second. All were in favor so the motion carried.

    Chief Jim Mock presented recognition certificates to Sergeant Joshua Waybright and Officer Jadyn Morgan for doing exemplary police work.

    Council Member Tommy Ferguson made a motion to appoint Richard Paetz back on the Planning and Zoning Board for 6 months and Council Member Vivian Jones second. All were in favor so the motion carried.

    A Public Hearing was set for July 15, 2024 at 5:30 pm for rezoning 2 acres more or less for Adams Acres.

    The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

    Council Member Cindy Gaylor made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.

    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday, June 17, 2024 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Cindy Gaylor, Veleta Watson, Tommy Ferguson, Tina Nowlin, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock and several citizens of the community. Absent was Council Member Austin McArdle.

    Council Member Vivian Jones opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the May 6, 2024 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Vivian Jones made a motion to declare the Council seat that Austin McArdle held vacant due to his resignation letter from May 14, 2024. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion for the Mayor to spend $20,000.00 on the power for the Sewer Plant and Council Member Tina Nowlin second. All were in favor so the motion carried.

    A public hearing will be held on Monday, July 1, 2024 at 5:45 pm for a CDBG Grant on a sewer project.

    The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday, May 6, 2024 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Tina Nowlin, Veleta Watson, Cindy Gaylor, Tommy Ferguson, Vivian Jones, King Thomas, Town Clerk Rachel Exum, Water Operator Max Colon and Police Chief Jim Mock. Absent was Council Member Austin McArdle.

    Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the April 15, 2024 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials for March 2024 and Council Member King Thomas second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the Summer Conference for the Town Clerk and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Vivian Jones made a motion to approve the CodeRED Text App for a 3-year subscription for $4,200.00 and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Millage Resolution 5-06-24 and Council Member King Thomas second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the contribution for Alabama USA Youth Enhancement Alumni for $350.00. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the buying of the Milwaukee Sewer Camera from The Home Depot for $14,037.99. Council Member King Thomas second and all were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Summer Conference for the Police Chief and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to remove Council Member Austin McArdle as Mayor Pro Tem and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve for Council Member Cindy Gaylor to become the new Mayor Pro Tem and Council Member Vivian Jones second. All were in favor except Council Member Cindy Gaylor had to abstain.

    There was nothing on the agenda for the Administrative Meeting.

    The Town Council of the Town of Kinsey held its regular meeting on Monday, April 15, 2024 at 6:00 pm at the Senior Building.

    Mr. Kerry Laseter opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tommy Ferguson made a motion to approve the minutes of the March 18, 2024 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials for February 2024 and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the employee raises to go up one step per the pay scale. Council Member Cindy Gaylor second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the road asphalt coating for the street leading to the walking trail. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Municipal Water Pollution Prevention Resolution Form and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the minutes of the March 4, 2024 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the AMS Agreement/Resolution No. 3-18-24 and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve for Andre Black to be the new member of the Planning and Zoning Board. Council Member Tina Nowlin second and all were in favor so the motion carried.

    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday, March 4, 2024 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Tommy Ferguson, Tina Nowlin, Cindy Gaylor, Veleta Watson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Water/Wastewater Operator Max Colon, Police Chief Jim Mock, Sergeant Joshua Waybright and several citizens of the community. Absent was Council Member Austin McArdle.

    Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Cindy Gaylor made a motion to approve the minutes of the February 19, 2024 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials for January 2024 and Council Member Tommy Ferguson second. All were in favor so the motion carried.

    The Mayor started talking to the citizens about working on lining the sewer lines and building the Sewer Treatment Plant. The Mayor explained about how the City of Dothan was billing the town based on water sold for the sewage and then the town had to buy a meter pit to read for the sewage sold to the citizens. The sewer bill went up from $17,000.00 to $38,000.00 per month and the Mayor with Commissioner Curtis Harvey went to the City of Dothan to ask for another year to go back to the old rate for the sewer billing but City of Dothan denied the Town of Kinsey. The Town of Kinsey is responsible of the sewer line from the road to the curb of the customers house and the customer is responsible from the curb to the house. The Water/Wastewater Max Colon showed a slide show of all of the issues they have found so far with the sewer camera on the customer and towns side. Some citizens who were at the meeting complained about their high water/sewer bills. The Mayor talked to the citizens about how much the City of Dothan is charging the Town of Kinsey for sewage. The Water/Wastewater Max Colon said that he will go around and put flyers on the customer doors and put green flags in the yard to show where to put the clean outs if they don’t have one.

    Council Member Tommy Ferguson made a motion to give the citizens on town sewage 30 days to locate sewer clean outs and fix the problems on the citizens side. No second was made so the motion died.

    Council Member Tina Nowlin made a motion to give the citizens on town sewage a notice for 45 days to locate sewer clean outs and if they don’t have one to put a sewer clean out in and 90 days to fix any problems on the customer side. Council Member Vivian Jones second and all were in favor except Council Member Tommy Ferguson said nay but the motion carried.

    Council Member Tommy Ferguson made a motion for the Mayor to spend the cheapest price on the roadway for the Sewer Plant. Council Member Tina Nowlin second and all were in favor so the motion carried.  

    The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

    Council Member Cindy Gaylor made a motion to approve the Winter Conference for the Chief and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to set up a new water/sewer account and transfer the deposit for Mrs. Delores Bowers, who owns 44 Suburban Court. The Police Department will investigate the renter, Mrs. Tamaria Lindsey, for theft of services. Council Member Vivian Jones second and all were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the minutes of the December 18, 2023 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials for November 2023 and Council Member King Thomas second. All were in favor so the motion carried.

    The mayor brought up the Rebuild Alabama Act and there is no update plan and no money has been spent so far.

    Council Member Tina Nowlin made a motion to amend the rules and regulations of the water/sewer services and to move the sewage gallons from 2500 to 2000, make the minimum $16.00 and give the seniors who are only on social security a $2.00 discount and make the changes effective on the March 2024 bills. Council Member King Thomas second and all were in favor so the motion carried.

    The Mayor and the Council Members talked about the possible recreation funding from Houston County and the Mayor suggested to build an 80×100 top building for different sports and events. No motion needed.

    Chief Jim Mock awarded Corporal Joshua Waybright a certificate and a new rank to Sergeant for doing exemplary work in the Police Department.

    Carmen Choice from CDG Engineering spoke about the new Sewer Treatment Plant and the recommendation they make for the contractor to build it.
    Council Member Tina Nowlin made a motion to approve the recommendation presented by CDG to award the contract based on review by USDA. Council Member King Thomas second and all were in favor so the motion carried

    The Mayor and the Council Members decide to have a public hearing on Tuesday, January 9, 2024 at 6:00 pm at the Senior Building for Sewer Rate increase.
