MINUTES
The Town Council of the Town of Kinsey held its regular meeting on Monday, October 16, 2023 at 6:00 pm at the Senior Building.
Mayor Jason Reneau called the meeting to order.
Others Present were Council Members Cindy Gaylor, Veleta Watson, Tina Nowlin, Tommy Ferguson, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock, Corporal Joshua Waybright, Code Enforcement Officer Christopher White and several citizens of the community. Absent were Council Members King Thomas and Austin McArdle.
Mayor Jason Reneau opened the meeting with Prayer and the Pledge of Allegiance.
Council Member Tommy Ferguson made a motion to approve the minutes of the September 4, 2023 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to approve the Financials of August 2023 and Council Member Tommy Ferguson second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve for the Mayor to spend $2,000 dollars on the camera for the walking trail and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to approve the Employee Handbook and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to approve the Second Congressional District Municipal Association Meeting and Dinner for the Council and the Employees. Council Member Tina Nowlin second and all were in favor so the motion carried.
The Mayor and Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

MINUTES
The Town Council of the Town of Kinsey held its regular meeting on Monday, August 21, 2023 at 6:00 pm at the Senior Building.
Mayor Jason Reneau called the meeting to order.
Others Present were Council Members Cindy Gaylor, Tina Nowlin, Veleta Watson, Tommy Ferguson, Vivian Jones, Town Clerk Rachel Exum, Police Chief Jim Mock, Water Operator Max Colon, Corporal Joshua Waybright, Code Enforcement Officer Christopher White and several citizens of the community. Absent were Council Members King Thomas and Austin McArdle.

Council Member Tina Nowlin made a motion to approve the minutes of the August 7, 2023 meeting and Council Member Tommy Ferguson second. All were in favor so the motion carried.
The Mayor and Council will leave the Camera for the Walking Trail on the Agenda for the next Council Meeting.
Council Member Cindy Gaylor made a motion to approve to pay membership dues to Alabama League and the NLC. Council Member Tommy Ferguson second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve the agreement with Houston County called the Rebuild Alabama Act and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve the State of Alabama Cybersecurity Plan and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve the Resolution No. 8-21-23 for Adopting Transportation Plan Pursuant to the Rebuild Alabama Act. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve to buy 3 benches and 3 garbage cans for the Walking Trail. Council Member Tina Nowlin second and all were in favor so the motion carried.
The Mayor and Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

Council Member Tommy Ferguson made a motion to not give the Wiregrass Pets a contribution and Council Member Tina Nowlin second. All were in favor so the motion carried.

The Mayor and Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

Council Member Cindy Gaylor made a motion to approve the financials of May 2023 and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve all three quotes on the parking lot coating for the Town Hall, Senior Citizen Building and the Walking Trail for a total of $8,227.19. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to send Joshua Waybright to a basic sniper course in November of this year and Council Member Tina Nowlin second. All were in favor so the motion carried.

Council Member Tina Nowlin made a motion to appoint Gene Sims to be on the Board of Adjustments and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to accept the sealed bid from Brannen Motor Company for 3 new 2023 Ford Interceptors for the Police Department for $145,500.00. Council Member Tina Nowlin second and all were in favor so the motion carried.
Underneath Old Business Council Member Tommy Ferguson talked about not parking big trucks in all of Kinsey instead of just the subdivisions. The mayor said he would have to talk to the town attorney and he would take the ordinances to the attorney too.

Council Member Tommy Ferguson made a motion to approve for yellow stripes and reflectors down Sanders Road for $800.00. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to reject the bid from Higgins Electric for the walking trail lights. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to spend $85,000.00 and to go ahead and buy the wire for the walking trail lights. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to give the mayor permission to bid the 3 new police vehicles out, buy the lowest bid for 3 new explorers, let the mayor decide either to buy or lease the new vehicles, let Sci-2-Way on Foster Street equip the new vehicles and to sell the 3 police vehicles that the town owns now. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to appoint Esther Paetz back on the Planning and Zoning Board. Council Member Vivian Jones second and all were in favor so the motion carried.
The Mayor and the Council Members went into the Administrative Meeting and talked about Wiregrass Pets and to leave it on the administrative agenda.
