    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, August 1, 2022 at 6:00 pm at the Senior Building.

    Mayor Pro Tem Austin McArdle called the meeting to order.

    Others present were Council Members Cindy Gaylor, Veleta Watson, Tina Nowlin, King Thomas, Vivian

    Jones, Police Chief Tim Hurd, Officer Joshua Waybright, Town Clerk Rachel Exum and several citizens of the community. Absent was Mayor Jason Reneau and Council Member Tommy Ferguson.

    Council Member King Thomas opened the meeting with Prayer and Council Member Cindy Gaylor did the Pledge of Allegiance.

    Council Member King Thomas made a motion to approve the minutes of the July 18, 2022 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the financials for June 2022 and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member King Thomas made a motion to try out a bush hog from Houston County before buying one. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.

    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday, July 18, 2022 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Austin McArdle, Tina Nowlin, Veleta Watson, Tommy Ferguson, Cindy Gaylor, King Thomas, Vivian Jones, Police Chief Tim Hurd, Officer Joshua Waybright, Town Clerk Rachel Exum, Water Operator Max Colon and several citizens of the community.

    Council Member Austin McArdle opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the June 20, 2022 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the financials for May 2022 and Council Member Austin McArdle second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to give $250.00 to the Alabama U.S.A. Youth Enhancement Alumni and Council Member King Thomas second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to buy the fire hydrants and parts for $29,907.57. Council Member Vivian Jones second all were in favor so the motion carried.

    The Mayor and the Council Members went into the Administrative Meeting and the following item will be moved to the August 15, 2022 Council Meeting.

    Council Member Tina Nowlin made a motion to adjourn and Council Member Cindy Gaylor second. All were in favor so the meeting was adjourned.

    MINUTES
    The Town Council of the Town of Kinsey held its regular meeting on Monday, June 20, 2022 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Austin McArdle, Tina Nowlin, Cindy Gaylor, Veleta Watson, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Tim Hurd, Officer Joshua Waybright and several citizens of the community. Absent were Council Members Tommy Ferguson and King Thomas.

    Citizen Ed Gaylor opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the June 6, 2022 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Austin McArdle made a motion to approve the Oct. 1, 2020 to Sept. 30, 2021 audit and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    Council Member Austin McArdle made a motion to amend the minutes of April 18, 2022 meeting that said the mayor picked the names to the mayor drew the names. Council member Vivian Jones second and all were in favor so the motion carried.

    Council Member Cindy Gaylor nominated Kerry Laseter for the Planning and Zoning Board and Council Member Austin McArdle second. All were in favor so the motion carried.

    Council Member Austin McArdle made a motion to approve the amount for the one-time lump sum for the two retirees and put it in the Resolution to move it forward. No one second so the motion died.

    Council Member Tina Nowlin made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.

    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday,
    June 6, 2022 at 6:00 pm at the Senior Building.


    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Cindy Gaylor, King Thomas, Vivian Jones,
    Tina Nowlin, Austin McArdle, Veleta Watson, Magistrate Caroline Barrett,
    Officer Joshua Waybright and several citizens of the community. Absent was
    Council Member Tommy Ferguson.


    Council Member King Thomas opened the meeting with Prayer and the Pledge
    of Allegiance.


    Council Member Cindy Gaylor made a motion to approve the special call
    meeting minutes of May 23, 2022 and Council Member Tina Nowlin second. All
    were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to approve the Financials of April
    2022 and Council Member Vivian Jones second. All were in favor so the motion
    carried.


    No Council Meeting on Monday, July 4, 2022.


    Council Member Tina Nowlin made a motion to approve the buying of the 2022
    Ford Police Interceptor and Council Member King Thomas second. All were in
    favor so the motion carried.


    The Mayor and the Council Members went into the Administrative Meeting and
    the following items were moved to the next Council Agenda.

    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, April 18, 2022 at 6:00 pm at the Senior Building.


    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Austin McArdle, Cindy Gaylor, Tommy Ferguson, Tina Nowlin, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Chief Tim Hurd, Water Operator Max Colon and several citizens of the community. Absent was Council Member Joe Watson.


    Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tina Nowlin made a motion to approve the minutes of the April 4, 2022 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to approve the new salaries and the pay scale for the employees. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the proposal from Reeves Surveying LLC for the amount of $3,800.00 for the boundary survey for the new WWTP parcel. Council Member King Thomas second and all were in favor so the motion carried.


    The mayor picked names for the years for the Board Members on the Planning and Zoning. Ray Ethridge for 1 year, Esther Paetz for 2 years, Richard Paetz for 3 years, Dianne Thomas for 4 years, Brenda Hollis for 5 years and Hope Gunn for 6 years. Council Member Austin McArdle left the Council Meeting at 6:20 p.m.


    Council Member Cindy Gaylor made a motion to approve the years for the Board Members and Council Member Vivian Jones second. All were in favor except Council Member Tommy Ferguson opposed but the motion carried.


    Under the Reports of Committees Council Member Tommy Ferguson made a motion for two dumpsters and to feed everyone pizza and drinks for the 2022 spring clean-up day. Council Member Vivian Jones second and all were in favor so the motion carried.


    Under the New Business Mayor Jason Reneau read the resignation letter from Council Member Joe Watson.


    The Mayor and the Council Members went into the Administrative Meeting and the following items were moved to the next Council Agenda.

  • Special Call Meeting – May 23, 2022

    SPECIAL CALL MEETING MINUTES


    The Town Council of the Town of Kinsey held a special call meeting on Monday, May 23, 2022 at 6:00 pm at the Senior Building.


    Mayor Pro Tem Austin McArdle called the meeting to order.


    Others present were Council Members Cindy Gaylor, King Thomas, Vivian Jones, Tina Nowlin, Tommy Ferguson, Town Clerk Rachel Exum, Chief Tim Hurd, Water Operator Max Colon, Officer Joshua Waybright and several citizens of the community. Absent was Mayor Jason Reneau.


    Council Member King Thomas opened the meeting with Prayer.


    Council Member Cindy Gaylor led everyone in the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the April 18, 2022 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to approve the Financials of March 2022 and Council Member Cindy Gaylor second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the Millage Resolution 5-23-22 and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to not adopt the addendum to the employee handbook and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve for Veleta Watson to take the vacancy on the Council and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve for the leak adjustment for Scott Sanders and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve to advertise for the Water Assistant job on Indeed and Zip Recruiter. Council Member Tommy Ferguson second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to let John Cherry take a look at the backhoe and to rent a backhoe for immediate repairs. Council Member Tina Nowlin second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve for source funding for a new police vehicle but not to buy anything until voted on. Council Member Tina Nowlin second and all were in favor so the motion carried.


    Town Clerk Rachel Exum sworn in Veleta Watson as the new Council Member.


    Council Member Tommy Ferguson made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.

    Others present were Council Members Cindy Gaylor, Austin McArdle, Tina Nowlin, Tommy Ferguson, Joe Watson, Town Clerk Rachel Exum, Police Chief Tim Hurd and several citizens of the community. Absent were Council Members King Thomas and Vivian Jones.


    Council Member Joe Watson opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tina Nowlin made a motion to approve the minutes of the March 7, 2022 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.


    Council Member Joe Watson made a motion to approve Hope Gunn to be on the Planning and Zoning Board for a 6-year term. Council Member Cindy Gaylor second and all were in favor so the motion carried.


    Mr. Jerry Skipper from 16 Monza Court was at the meeting because of a letter he received about his truck in the yard that he is fixing up. The mayor told him to show the Police Chief proof of insurance on the truck.

    Council Member Cindy Gaylor made a motion to have a Work Shop Meeting on Monday, March 28, 2022 at 6:00 pm at the Senior Building to go over the Salaries & Benefits and the American Rescue Plan Money. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the QuickBooks update for the Desktop for $349.99 and Council Member King Thomas second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the repeal of Section 6 of Ordinance 7-2017 and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve for Max Colon to go to the Water Conference and Council Member Cindy Gaylor second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the 2019 F150 quote and Tina Nowlin second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the bid proposal from Core & Main for MJ fittings and Council Member Vivian Jones second. All were in favor so the motion carried.


    Mayor Jason Reneau read the resignation letter from Rocky May on being on the Planning and Zoning Board.
    The Mayor and the Council Members went into the Administrative Meeting and talked about how many years the Planning and Zoning Board Members can be on the board.

    The Town Council of the Town of Kinsey held its regular meeting on Monday, February 21, 2022 at 6:00 pm at the Senior Building.


    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Cindy Gaylor, Austin McArdle, Tina Nowlin, Tommy Ferguson, Vivian Jones, Joe Watson, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Tim Hurd and several citizens of the community. Absent was Council Member King Thomas.


    Council Member Austin McArdle opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the February 7, 2022 meeting and Council Member Austin McArdle second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the regional seminars for municipal court for Caroline Barrett in May and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to appoint Billy Gamble for the Board of Adjustments and Council Member Austin McArdle second. All were in favor so the motion carried.


    Council Member Austin McArdle made a motion to approve the Pipe horn Tool and Council Member Tina Nowlin second. All were in favor so the motion carried.


    The Council asked the Town Clerk to check on how long the Planning and Zoning Board Members are allowed to stay on the Board.


    The Mayor and the Council Members talked about the American Rescue Plan Money. The mayor said that Houston County Commissioners will vote on giving the Town $500,000 that will go toward sewer. The mayor would like $75,000 of the money that the Town received will go to water projects that need to be done in the Town. Different Council Members said they would like to see the money to go towards playground equipment, lights at the walking trail, splash pad and a new town hall. The Mayor and the Council Members will come back with plans at the March 7th meeting.


    The Mayor and the Council Members would like the Town Clerk to do a spreadsheet to compare salaries and benefits with the other towns/cities to bring to the March 7th meeting.
