    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, January 17, 2022 at 6:00 pm at the Senior Building.


    Mayor Pro Tem Austin McArdle called the meeting to order.


    Others present were Council Members Cindy Gaylor, Austin McArdle, Tina Nowlin, Vivian Jones, Tommy Ferguson, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Tim Hurd and several citizens of the community. Absent were Mayor Jason Reneau, Council Members Joe Watson and King Thomas.


    Mr. Ed Gaylor opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the January 3, 2022 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the Financials of November 2021 and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to buy the Tractor and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to buy the water pump and the hose kit. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to accept the quote for the man hole lids and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to buy the air relief valve for Well 2 from Southern Pipe and Supply for $892.00. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Tina Nowlin will bring in an outline and cost for an Easter Event to next Council Meeting.


    Council Member Tommy Ferguson made a motion in Old Business to bring Lisa Raley back to her previous pay as water clerk and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.


    The Mayor Pro Tem and the Council Members went into the Administrative Meeting and the following items were moved to the next Council Agenda:

    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, January 3, 2022 at 6:00 pm at the Senior Building.


    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Tina Nowlin, Tommy Ferguson, Cindy Gaylor, King Thomas, Joe Watson, Vivian Jones, Town Clerk Rachel Exum, Police Chief Tim Hurd, Water Operator Max Colon and several citizens of the community. Absent was Council Member Austin McArdle.


    Council Member Joe Watson opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the December 6, 2021 meeting and Council Member King Thomas second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the Municipal Magistrates’ Orientation for the Court Clerk and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the Quote from Ferguson and Sizemore to do the W-2 for the Employees. Council Member Joe Watson second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to find out if Mr. Bennie McNeill’s land works for the sewer system from CDG Engineers. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Joe Watson made a motion to adjourn and Council Member Cindy Gaylor second. All were in favor so the meeting was adjourned.

    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, December 6, 2021 at 6:00 pm at the Senior Building.


    Mayor Pro Tem Austin McArdle called the meeting to order.


    Others present were Council Members Cindy Gaylor, Tina Nowlin, King Thomas, Tommy Ferguson, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon and several citizens of the community. Absent were Mayor Jason Reneau and Council Member Joe Watson.


    Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the November 1, 2021 meeting and Council Member King Thomas second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the September and October 2021 Financials. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to give the cost-of-living adjustment to parttime employees which will be $75.00 and the employees who is here less than a year gets $150.00 and the rest will stay the same. Council Member Cindy Gaylor second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to give up to $2,000.00 for the Christmas at the Walking Trail and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to buy the new sensor for the meter pit now and Council Member Cindy Gaylor second. All were in favor so the motion carried.
    Council Member Tommy Ferguson made a motion to accept the quote and fix the 2015 Police Tahoe. Council Member King Thomas second and all were in favor so the motion carried.
    Council Member Cindy Gaylor made a motion to adjourn and Council Member Tina Nowlin second. All were in favor so the meeting was adjourned.
    There was nothing on the Administrative Meeting Agenda.

    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, November 1, 2021 at 6:00 pm at the Senior Building.


    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Austin McArdle, Tommy Ferguson, Cindy Gaylor, Tina Nowlin, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Police Chief Timothy Hurd and several citizens of the community. Absent was Council Member Joe Watson.


    Council Member Austin McArdle opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the October 4, 2021 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the lights and driveway pipe at the Walking Trail. Council Member Tina Nowlin second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve for the Mayor, the Council and the employees to go to the Second Congressional Dinner and Meeting. Council Member Cindy Gaylor second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to talk to Mr. Harold Griffin’s family about buying land for the sewer system but the motion dies without a second.


    The Mayor and the Council Members went into the Administrative Meeting and the following items were moved to the next Council Agenda:

    The Town Council of the Town of Kinsey held its regular meeting on Monday, October 4, 2021 at 6:00 pm on Zoom.
    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Tommy Ferguson, Cindy Gaylor, Tina Nowlin, Joe Watson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Police Chief Tim Hurd, Water Operator Max Colon and several citizens of the community. Absent was Council Member Austin McArdle.


    Council Member King Thomas opened the meeting with Prayer.


    Council Member Tommy Ferguson made a motion to approve the minutes of the September 20, 2021 meeting and Council Member King Thomas second. All were in favor so the motion carried.


    Council Member King Thomas made a motion to approve the Financials of August 2021 and Council Member Cindy Gaylor second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to nominate Donna Trippe to be the new member of the Board of Adjustments. Council Member King Thomas second and all were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the street light request form on Nomad Circle and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Joe Watson made a motion to adjourn and Council Member Tommy Ferguson second. All were in favor so the motion carried.
    There was nothing on the Administrative Meeting Agenda.

    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, September 20, 2021 at 6:00 pm on Zoom.


    Mayor Jason Reneau called the meeting to order.

    Others present were Council Members Cindy Gaylor, Tina Nowlin, Tommy Ferguson, Joe Watson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Police Chief Tim Hurd, Water Operator Max Colon and several citizens of the community. Absent was Council Member Austin McArdle.

    Council Member Joe Watson opened the meeting with Prayer.

    Council Member Cindy Gaylor made a motion to approve the minutes of the September 6, 2021 meeting and Council Member Tommy Ferguson second. All were in favor so the motion carried.

    Council Member King Thomas made a motion to approve the Financials of July 2021 and Council Member Joe Watson second. All were in favor so the motion carried.

    No names were made on a new member on the Board of Adjustments so the mayor will find someone before the next Council Meeting for the Council to approve.

    Council Member Tommy Ferguson made a motion to approve the Budget for Oct. 2021 to Sept. 2022 and Council Member Joe Watson second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to close the Senior Center because of COVID-19 cases and open it back up when the council meetings meet in person again. Council Member King Thomas second and the mayor called for a roll call vote. Council Member Tommy Ferguson said yes, Council Member King Thomas said yes, Council Member Joe Watson said no, Council Member Cindy Gaylor said no, Council Member Tina Nowlin said no, Council Member Vivian Jones said yes. There was a tie vote so Mayor Jason Reneau said yes and the motion carried.

    Council Member Cindy Gaylor made a motion to approve the quote to upgrade the cellular modem on the flow meter and Council Member Joe Watson second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to send 2 people to the Police Academy and Council Member King Thomas second. Mayor Jason Reneau called for a roll call vote. Council Member Joe Watson said yes, Council Member Tommy Ferguson said yes, Council Member King Thomas said yes, Council Member Tina Nowlin said yes, Council Member Vivian Jones said yes and Council Member Cindy Gaylor said yes. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Home Occupation Business License for Irvin Williams on Roney Road. Council Member Vivian Jones second and Mayor Jason Reneau called for a roll call vote. Council Member Cindy Gaylor said yes, Council Member Tommy Ferguson said no, Council Member Vivian Jones said yes, Council Member Joe Watson said yes, Council Member King Thomas said yes and Council Member Tina Nowlin said yes. All were in favor except one Council Member so the motion carried.

    The Mayor and the Council Members went into the Administrative Meeting and talked about the American Rescue Plan Money and what the town can use it for.

    Council Member Tommy Ferguson made a motion to adjourn and Council Member Cindy Gaylor second. All were in favor so the meeting was adjourned.
