    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday, February 5, 2024 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.
    Others present were Council Members Tina Nowlin, Cindy Gaylor, Veleta Watson, Vivian Jones, Town Clerk Rachel Exum, Police Chief Jim Mock, Sergeant Joshua Waybright, Code Enforcement Officer Chris White and several citizens of the community. Absent was Council Members King Thomas, Tommy Ferguson and Austin McArdle.

    Mr. Kerry Laseter opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Tina Nowlin made a motion to approve the minutes of the January 15, 2024 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Financials for December 2023 and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Winter Conference for the Chief and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to set up a new water/sewer account and transfer the deposit for Mrs. Delores Bowers, who owns 44 Suburban Court. The Police Department will investigate the renter, Mrs. Tamaria Lindsey, for theft of services. Council Member Vivian Jones second and all were in favor so the motion carried.

    The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

    General Business:

    Council Member Tina Nowlin made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.

  • January 15, 2024

    MINUTES

    The Town Council of the Town of Kinsey held its regular meeting on Monday, January 15, 2024 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.
    Others present were Council Members Tina Nowlin, Cindy Gaylor, Veleta Watson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Police Chief Jim Mock, Water Operator Max Colon and several citizens of the community. Absent was Council Members Tommy Ferguson and Austin McArdle.

    Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.
    Council Member Cindy Gaylor made a motion to approve the minutes of the December 18, 2023 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials for November 2023 and Council Member King Thomas second. All were in favor so the motion carried.

    The mayor brought up the Rebuild Alabama Act and there is no update plan and no money has been spent so far.

    Council Member Tina Nowlin made a motion to amend the rules and regulations of the water/sewer services and to move the sewage gallons from 2500 to 2000, make the minimum $16.00 and give the seniors who are only on social security a $2.00 discount and make the changes effective on the March 2024 bills. Council Member King Thomas second and all were in favor so the motion carried.

    The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

    MINUTES
    The Town Council of the Town of Kinsey held its regular meeting on Monday, December 18, 2023 at 6:00 pm at the Senior Building.

    Mayor Jason Renau called the meeting to order.
    Others Present were Council Members Cindy Gaylor, Tina Nowlin, Veleta Watson, Tommy Ferguson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock, Corporal Joshua Waybright, Police Officer Jadyn Morgan and several citizens of the community. Absent was Council Member Austin McArdle

    Mr. Ed Gaylor opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Cindy Gaylor made a motion to approve the minutes of the December 4, 2023 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried

    Council Member Tommy Ferguson made a motion to approve the cancellation of the Monday, January 1, 2024 Council Meeting and Council Member Vivian Jones second. All were in favor so the motion carried

    The Mayor and the Council Members talked about the possible recreation funding from Houston County and the Mayor suggested to build an 80×100 top building for different sports and events. No motion needed.

    Chief Jim Mock awarded Corporal Joshua Waybright a certificate and a new rank to Sergeant for doing exemplary work in the Police Department.

    Carmen Choice from CDG Engineering spoke about the new Sewer Treatment Plant and the recommendation they make for the contractor to build it.
    Council Member Tina Nowlin made a motion to approve the recommendation presented by CDG to award the contract based on review by USDA. Council Member King Thomas second and all were in favor so the motion carried

    The Mayor and the Council Members decide to have a public hearing on Tuesday, January 9, 2024 at 6:00 pm at the Senior Building for Sewer Rate increase.

    There was nothing on the agenda for the Administrative Meeting.

    Council Member Tina Nowlin made a motion to adjourn and Council Member Cindy Gaylor second. All were in favor so the meeting was adjourned.

    Council Member Tina Nowlin made a motion to approve the One Time Cost of Living Raise for the Employees and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the LPR (Camera) for the Police Department and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    There was nothing on the agenda for the Administrative Meeting.

    The Town Council of the Town of Kinsey held its regular meeting on Monday, November 20, 2023 at 6:00 pm at the Senior Building.

    Mayor Jason Reneau called the meeting to order.

    Others Present were Council Members Cindy Gaylor, Tommy Ferguson, Tina Nowlin, Veleta Watson, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock and several citizens of the community. Absent were Council Members King Thomas and Austin McArdle.

    Council Member Vivian Jones opened the meeting with Prayer and the Pledge of Allegiance.

    Council Member Cindy Gaylor made a motion to approve the minutes of the October 16, 2023 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials of September 2023 and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Avenu Contract and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve a raise for the Municipal Court Judge to $800.00, Prosecutor to $700.00 and Public Defender to $600.00. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the Amendment to the Rules & Regulations and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to buy out the contract from the Town of Columbia for new police officer Jadyn Morgan and equipment that the Town of Columbia bought the new police officer and pay him $15.99 an hour. Council Member Tina Nowlin second and all were in favor so the motion carried.

    The Mayor and Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

    Council Member Tina Nowlin made a motion to approve the minutes of the August 21, 2023 meeting and Council Member Tommy Ferguson second. All were in favor so the motion carried.

    Council Member Tina Nowlin made a motion to approve the Financials for July 2023 and Council Member Cindy Gaylor second. All were in favor so the motion carried.

    The Mayor and the Council will leave the Camera for the Walking Trail on the Agenda for the next Council Meeting.

    Council Member Tina Nowlin made a motion to approve the Budget for (Oct. 1, 2023 to Sept. 30, 2024) and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve to buy one pallet of the Rock Asphalt and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to surplus 4 police vehicles which are 2011 Crown Vic., 2012 Tahoe, 2015 Tahoe and the 2019 F-150 truck which was set for a reserve at $25,000 and to put new brakes on the 2019 F-150 truck. Council Member Tina Nowlin second and all were in favor so the motion carried.

    The Mayor and Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

    Council Member Tommy Ferguson made a motion to approve for the Mayor to spend $2,000 dollars on the camera for the walking trail and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Employee Handbook and Council Member Vivian Jones second. All were in favor so the motion carried.

    Council Member Cindy Gaylor made a motion to approve the Second Congressional District Municipal Association Meeting and Dinner for the Council and the Employees. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the agreement with Houston County called the Rebuild Alabama Act and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the State of Alabama Cybersecurity Plan and Council Member Tina Nowlin second. All were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the Resolution No. 8-21-23 for Adopting Transportation Plan Pursuant to the Rebuild Alabama Act. Council Member Tina Nowlin second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve to buy 3 benches and 3 garbage cans for the Walking Trail. Council Member Tina Nowlin second and all were in favor so the motion carried.
