MINUTES
The Town Council of the Town of Kinsey held its regular meeting on Monday, October 7, 2024 at 6:00 pm at the Senior Building. Mayor Jason Reneau called the meeting to order. Others present were Council Members Cindy Gaylor, Veleta Watson, Tina Nowlin, Gene Sims, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock and several citizens of the community. Absent was Council Members Tommy Ferguson, King Thomas and Vivian Jones.
Mr. Ed Gaylor opened the meeting with Prayer and the Pledge of Allegiance.
Council Member Cindy Gaylor made a motion to approve the minutes of the September 16, 2024 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to approve the Financials for August 2024 and Council Member Cindy Gaylor second. All were in favor so the motion carried.
Chairman Brandon Shoupe, from the Houston County Commission, was at the meeting to talk about the upcoming Lodging Tax that will be on the ballot to vote on.
Council Member Tina Nowlin made a motion to approve the Resolution 10-07-2024 for the voting machines for the upcoming Municipal Election next year and Council Member Gene Sims second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to approve the Ordinance 10-07-2024-A on concealed firearms in Kinsey and Council Member Cindy Gaylor second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to approve the Mayor, Council Members and the employees to go to the 2nd Congressional District Municipal Dinner and Meeting with the town to pay for everyone except the guests. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to waive the reading for Ordinance 10-07-2024-B for electronic records and signatures. Council Member Tina Nowlin second and all were in favor so the motion carried. Council Member

Council Member Tina Nowlin made a motion to approve the courses for Max Colon and Jordan Douglas to take for Water and Wastewater. Council Member Gene Sims second and all were in favor so the motion carried.
The Mayor and the Council went into the Administrative Meeting and talked about the Alabama Municipal Official Training for the Mayor and the Council Members starting next year.
Council Member Cindy Gaylor made a motion to adjourn and Council Member Tina Nowlin second. All were in favor so the meeting was adjourned.

The Town Council of the Town of Kinsey held its regular meeting on Monday, September 16, 2024 at 6:00 pm at the Senior Building.

Others present were Council Members Cindy Gaylor, Tina Nowlin, Veleta Watson, Vivian Jones, Town Clerk Rachel Exum, Police Chief Jim Mock, Segreant Joshua Waybright and several citizens of the community. Absent was Council Members Gene Sims, King Thomas and Tommy Ferguson.

Council Member Tina Nowlin made a motion to approve the minutes of the August 19, 2024 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to approve the financials for July 2024 and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to approve the winter conference for the town clerk in November and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to approve the magistrate class in November and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Vivian Jones made a motion to approve the budget for Oct. 2024 to Sept. 2025 and Council Member Tina Nowlin second. All were in favor so the motion carried.
The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

The Town Council of the Town of Kinsey held its regular meeting on Monday, August 19, 2024 at 6:00 pm at the Senior Building.
Mayor Jason Reneau called the meeting to order.
Others present were Council Members Cindy Gaylor, Tina Nowlin, Tommy Ferguson, Gene Sims, King Thomas, Town Clerk Rachel Exum, Water Operator Max Colon and several citizens of the community. Absent was Council Members Veleta Watson and Vivian Jones.
Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.
Council Member Tina Nowlin made a motion to approve the minutes of the August 5, 2024 meeting and Council Member Gene Sims second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to approve the financials for June 2024 and Council Member Cindy Gaylor second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve Willie Ealey to be the new member for the Board of Adjustments. Council Member Gene Sims second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to cancel the Council Meeting for September 2, 2024 because of it being the Labor Day Holiday. Council Member King Thomas second and all were in favor so the motion carried.
The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

The Town Council of the Town of Kinsey held its regular meeting on Monday, August 5, 2024 at 6:00 pm at the Senior Building.
Mayor Jason Reneau called the meeting to order.
Others present were Council Members Tina Nowlin, Gene Sims, Tommy Ferguson, Veleta Watson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Police Chief Jim Mock and several citizens of the community. Absent was Council Member Cindy Gaylor.
Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.
Council Member Tina Nowlin made a motion to approve the minutes of the July 15, 2024 meeting and Council Member King Thomas second. All were in favor so the motion carried.
Put the New Member for the Board of Adjustments on the next Council Agenda.
The new town Attorney, John Byrd, was at the meeting and he talked about having a non-citizen of Kinsey at the council meeting and how the Mayor and the Council do not have to recognize them to talk when it comes to Public Comments on the Agenda. He also talked about the Towing Ordinance and the parking of 18 wheelers.
The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

The Town Council of the Town of Kinsey held its regular meeting on Monday, July 15, 2024 at 6:00 pm at the Senior Building.
Mayor Jason Reneau called the meeting to order.
Others present were Council Members Cindy Gaylor, Gene Sims, Tina Nowlin, Veleta Watson, Tommy Ferguson, Vivian Jones, Town Clerk Rachel Exum, Police Chief Jim Mock, Police Officer Jadyn Morgan and several citizens of the community. Absent was Council Member King Thomas.

Council Member Cindy Gaylor made a motion to approve the minutes of the July 1, 2024 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve the Financials for May 2024 and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to waive the reading and approved the Retirement Resolution and Employer Plan. Council Member Tommy Ferguson second and all were in favor so the motion carried.
The Mayor read the Resolution for the CDBG Grant and Council Member Tommy Ferguson made a motion to approve the Resolution. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tina Nowlin made a motion to approve the rezoning for 2 acres more or less for Adams Acres from A-C Agricultural/Conservation to C-1 Central Business/Local Shopping to build a tiny house on. Council Member Cindy Gaylor second and all were in favor so the motion carried.
The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

The Town Council of the Town of Kinsey held its regular meeting on Monday, July 1, 2024 at 6:00 pm at the Senior Building.
Mayor Jason Reneau called the meeting to order.
Others present were Council Members Tina Nowlin, Veleta Watson, Cindy Gaylor, Tommy Ferguson, Gene Sims, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock, Sergeant Joshua Waybright, Officer Jadyn Morgan and several citizens of the community. Absent was Council Member King Thomas.
Mr. Kerry Laseter opened the meeting with Prayer and the Pledge of Allegiance.
Council Member Cindy Gaylor made a motion to approve the minutes of the June 17, 2024 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to approve the Financials for April 2024 and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to appoint Gene Sims to replace Austin McArdle as the new Council Member. Council Member Cindy Gaylor second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve Act 88-548 for retirement for employees to retire in 25 years instead of 30 years. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to hire a new attorney, John Byrd, for the town. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to approve the audit for October 2022 to September 2023 and Council Member Vivian Jones second. All were in favor so the motion carried.
Chief Jim Mock presented recognition certificates to Sergeant Joshua Waybright and Officer Jadyn Morgan for doing exemplary police work.
Council Member Tommy Ferguson made a motion to appoint Richard Paetz back on the Planning and Zoning Board for 6 months and Council Member Vivian Jones second. All were in favor so the motion carried.
A Public Hearing was set for July 15, 2024 at 5:30 pm for rezoning 2 acres more or less for Adams Acres.
The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

The Town Council of the Town of Kinsey held its regular meeting on Monday, June 17, 2024 at 6:00 pm at the Senior Building.
Mayor Jason Reneau called the meeting to order.
Others present were Council Members Cindy Gaylor, Veleta Watson, Tommy Ferguson, Tina Nowlin, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Jim Mock and several citizens of the community. Absent was Council Member Austin McArdle.
Council Member Vivian Jones opened the meeting with Prayer and the Pledge of Allegiance.
Council Member Tina Nowlin made a motion to approve the minutes of the May 6, 2024 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.
Council Member Vivian Jones made a motion to declare the Council seat that Austin McArdle held vacant due to his resignation letter from May 14, 2024. Council Member Tina Nowlin second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion for the Mayor to spend $20,000.00 on the power for the Sewer Plant and Council Member Tina Nowlin second. All were in favor so the motion carried.
A public hearing will be held on Monday, July 1, 2024 at 5:45 pm for a CDBG Grant on a sewer project.
The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.
