MINUTES
The Town Council of the Town of Kinsey held its regular meeting on Monday, September 20, 2021 at 6:00 pm on Zoom.
Mayor Jason Reneau called the meeting to order.Others present were Council Members Cindy Gaylor, Tina Nowlin, Tommy Ferguson, Joe Watson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Police Chief Tim Hurd, Water Operator Max Colon and several citizens of the community. Absent was Council Member Austin McArdle.
Council Member Joe Watson opened the meeting with Prayer.
Council Member Cindy Gaylor made a motion to approve the minutes of the September 6, 2021 meeting and Council Member Tommy Ferguson second. All were in favor so the motion carried.
Council Member King Thomas made a motion to approve the Financials of July 2021 and Council Member Joe Watson second. All were in favor so the motion carried.
No names were made on a new member on the Board of Adjustments so the mayor will find someone before the next Council Meeting for the Council to approve.
Council Member Tommy Ferguson made a motion to approve the Budget for Oct. 2021 to Sept. 2022 and Council Member Joe Watson second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to close the Senior Center because of COVID-19 cases and open it back up when the council meetings meet in person again. Council Member King Thomas second and the mayor called for a roll call vote. Council Member Tommy Ferguson said yes, Council Member King Thomas said yes, Council Member Joe Watson said no, Council Member Cindy Gaylor said no, Council Member Tina Nowlin said no, Council Member Vivian Jones said yes. There was a tie vote so Mayor Jason Reneau said yes and the motion carried.
Council Member Cindy Gaylor made a motion to approve the quote to upgrade the cellular modem on the flow meter and Council Member Joe Watson second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to send 2 people to the Police Academy and Council Member King Thomas second. Mayor Jason Reneau called for a roll call vote. Council Member Joe Watson said yes, Council Member Tommy Ferguson said yes, Council Member King Thomas said yes, Council Member Tina Nowlin said yes, Council Member Vivian Jones said yes and Council Member Cindy Gaylor said yes. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to approve the Home Occupation Business License for Irvin Williams on Roney Road. Council Member Vivian Jones second and Mayor Jason Reneau called for a roll call vote. Council Member Cindy Gaylor said yes, Council Member Tommy Ferguson said no, Council Member Vivian Jones said yes, Council Member Joe Watson said yes, Council Member King Thomas said yes and Council Member Tina Nowlin said yes. All were in favor except one Council Member so the motion carried.
The Mayor and the Council Members went into the Administrative Meeting and talked about the American Rescue Plan Money and what the town can use it for.
Council Member Tommy Ferguson made a motion to adjourn and Council Member Cindy Gaylor second. All were in favor so the meeting was adjourned.

Absent was Council Member King Thomas.

Council Member Tommy Ferguson made a motion to approve the minutes of the August 2, 2021 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Joe Watson made a motion to approve the street light policy with the change for the Council to approve the street light application. Council Member Tommy Ferguson second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to give Joshua Waybright a $1.00 raise now and a $1.00 raise when he passes the water test. Council Member Tina Nowlin second and the mayor called for a roll call vote. Council Members Cindy said No, Joe said No, Vivian said Yes, Tommy said Yes, Tina said Yes and Austin said No and the Mayor broke the tie with a Yes so, the motion passed.
Council Member Joe Watson made a motion to give Botanical Gardens a leak adjustment for 3 months before the high bill. Council Member Tina Nowlin second and all were in favor except Council Member Tommy Ferguson said no but the motion passed.

Council Cindy Gaylor made a motion to table the new street light on Nomad Circle and Council Member Joe Watson second. All were in favor so the motion carried.
Council Member Joe Watson made a motion to waive the second reading of the Temporary Bond and to approve the Loan Resolution. Council Member Tommy Ferguson second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve the raise for Lisa Raley/Court Clerk to $11.98 with the stipulation that if she can’t do the Court Clerk job, she will go back making her previous salary. Council Member Joe Watson second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve to pay more to Alabama League of Municipalities and Council Member King Thomas second. All were in favor so the motion carried.
Council Member Joe Watson made a motion to approve to hire a part time Zoning & Ordinance Enforcement Officer and Council Member Tina Nowlin second. All were in favor so the motion carried.
Under New Business Council Member Tommy Ferguson wants to put on the next council agenda about Joshua Waybright getting a raise.
Council Member Joe Watson made a motion to adjourn and Council Member Tommy Ferguson second. All were in favor so the meeting was adjourned.
The Mayor and the Council Members went into the Administrative Meeting and talked about doing something with Animal Control but it was not moved over to the next Council Agenda.

Council Member Austin McArdle made a motion to approve the minutes of the June 21, 2021 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to approve the Financials for May 2021 and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to table the new street light on Nomad Circle and Council Member King Thomas second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to approve to pay $225.00 to the Alabama USA Youth Enhancement Alumni. Council Member Vivian Jones second and all were in favor so the motion carried.
Council Member Austin McArdle made a motion to read the Loan Resolution into the Minutes and Council Member King Thomas second. All were in favor so the motion carried.
Council Member Austin McArdle made a motion to pass the CorrectionsFund Ordinance and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Tina Nowlin made a motion to have the magistrate Kim Roland from Headland come in and help set up everything for the Municipal Court and pay her $200.00 as a contract employee. Council Member Vivian Jones second and all were in favor so the motion carried.
Council Member Tina Nowlin made a motion to adjourn and Council Member Austin McArdle second. All were in favor so the meeting was adjourned.

Council Member Tina Nowlin made a motion to approve the minutes of the June 7, 2021 meeting and Council Member Cindy Gaylor second. All were in favor so the motion carried.
Council Member Vivian Jones made a motion to table the new street light on Nomad Circle until the town gets more information. Council Member Cindy Gaylor second and all were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve the temporary waste water revenue bond and Council Member Austin McArdle second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to approve the prices for the Judge and the two Attorneys for the Municipal Court. Council Member Vivian Jones second and all were in favor so the motion carried.
Council Member Austin McArdle made a motion to read the Corrections Fund Ordinance in the Minutes and Council Member King Thomas second. All were in favor so the motion carried.
Council Member Tommy Ferguson made a motion to buy the K9 Cage that is needed and Council Member Tina Nowlin second. All were in favor so the motion carried.
Council Member Cindy Gaylor made a motion to adjourn and Council Member King Thomas second. All were in favor so the meeting was adjourned.
There was nothing to talk about on the Administrative Agenda.
