    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, April 4, 2022 at 6:00 pm at the Senior Building.


    Mayor Pro Tem Austin McArdle called the meeting to order.


    Others present were Council Members Cindy Gaylor, Tina Nowlin, Tommy Ferguson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Sgt. Jim Mock and several citizens of the community. Absent was Mayor Jason Reneau and Council Member Joe Watson.


    Mayor Pro Tem Austin McArdle opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the March 21, 2022 meeting and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the Financials for February 2022 and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to approve the Business License and Sales Tax Renewal Contract with Avenu Insights. Council Member King Thomas second and all were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to adjourn and Council Member Tina Nowlin second. All were in favor so the meeting was adjourned.


    The Mayor Pro Tem and the Council Members went into the Administrative Meeting and the following item was moved to the next Council Agenda.

    MINUTES
    The Town Council of the Town of Kinsey held its regular meeting on Monday, March 7, 2022 at 6:00 pm at the Senior Building.


    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Cindy Gaylor, Tommy Ferguson, Tina Nowlin, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Tim Hurd and several citizens of the community. Absent were Council Members Austin McArdle and Joe Watson.


    Mr. Ed Gaylor opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the February 21, 2022 meeting and Council Member King Thomas second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the January 2022 Financials and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to have a Work Shop Meeting on Monday, March 28, 2022 at 6:00 pm at the Senior Building to go over the Salaries & Benefits and the American Rescue Plan Money. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the QuickBooks update for the Desktop for $349.99 and Council Member King Thomas second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the repeal of Section 6 of Ordinance 7-2017 and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve for Max Colon to go to the Water Conference and Council Member Cindy Gaylor second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the 2019 F150 quote and Tina Nowlin second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the bid proposal from Core & Main for MJ fittings and Council Member Vivian Jones second. All were in favor so the motion carried.


    Mayor Jason Reneau read the resignation letter from Rocky May on being on the Planning and Zoning Board.
    The Mayor and the Council Members went into the Administrative Meeting and talked about how many years the Planning and Zoning Board Members can be on the board.


    Council Member Tina Nowlin made a motion to adjourn and Council Member Cindy Gaylor second. All were in favor so the meeting was adjourned.

    MINUTES
    The Town Council of the Town of Kinsey held its regular meeting on Monday, February 21, 2022 at 6:00 pm at the Senior Building.


    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Cindy Gaylor, Austin McArdle, Tina Nowlin, Tommy Ferguson, Vivian Jones, Joe Watson, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Tim Hurd and several citizens of the community. Absent was Council Member King Thomas.


    Council Member Austin McArdle opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the February 7, 2022 meeting and Council Member Austin McArdle second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the regional seminars for municipal court for Caroline Barrett in May and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to appoint Billy Gamble for the Board of Adjustments and Council Member Austin McArdle second. All were in favor so the motion carried.


    Council Member Austin McArdle made a motion to approve the Pipe horn Tool and Council Member Tina Nowlin second. All were in favor so the motion carried.


    The Council asked the Town Clerk to check on how long the Planning and Zoning Board Members are allowed to stay on the Board.


    The Mayor and the Council Members talked about the American Rescue Plan Money. The mayor said that Houston County Commissioners will vote on giving the Town $500,000 that will go toward sewer. The mayor would like $75,000 of the money that the Town received will go to water projects that need to be done in the Town. Different Council Members said they would like to see the money to go towards playground equipment, lights at the walking trail, splash pad and a new town hall. The Mayor and the Council Members will come back with plans at the March 7th meeting.


    The Mayor and the Council Members would like the Town Clerk to do a spreadsheet to compare salaries and benefits with the other towns/cities to bring to the March 7th meeting.

    MINUTES


    The Town Council of the Town of Kinsey held its regular meeting on Monday, February 7, 2022 at 6:00 pm at the Senior Building.


    Mayor Jason Reneau called the meeting to order.


    Others present were Council Members Joe Watson, Tina Nowlin, Austin McArdle, Cindy Gaylor, Tommy Ferguson, King Thomas, Vivian Jones, Town Clerk Rachel Exum, Water Operator Max Colon, Police Chief Tim Hurd and several citizens of the community.


    Council Member Joe Watson opened the meeting with Prayer and the Pledge of Allegiance.


    Council Member Tommy Ferguson made a motion to approve the minutes of the January 17, 2022 meeting and Council Member Joe Watson second. All were in favor so the motion carried.


    Council Member Joe Watson made a motion to approve the December 2021 Financials and Council Member Cindy Gaylor second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to approve the revised Tractor Quote and Council Member Joe Watson second. All were in favor so the motion carried.


    The Mayor and the Council Members talked about Spring Cleanup and decided on the date of Saturday April 30, 2022.


    Carmen Chosie from CDG talked about the proposed land for the Sewer Treatment Plant.


    Council Member Joe Watson made a motion to buy the land which is 5 acres for $15,000.00 per acre with the total being $75,000.00 from Scott Sanders for the Sewer Treatment Plant with the pending Phase 1 Cultural Assessment and all of the easements. Council Member King Thomas second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion on the Quote to buy 3 sets of Radios for the police vehicles and the police officers. Council Member Joe Watson second and all were in favor so the motion carried.


    Police Chief Tim Hurd gave the Mayor and the Council Members a report on the Police Vehicles.


    Council Member Austin McArdle made a motion for the Easter Event on Saturday April 2, 2022 at 1:00 pm and Council Member Joe Watson second. All were in favor so the motion carried.


    The Mayor wants to do a roundtable with the Council Members and talk about what to spend the American Rescue Plan money on.


    The Mayor and the Council Members went into the Administrative Meeting and the following items were moved to the next Council Agenda:

    Council Member Tommy Ferguson made a motion to approve the minutes of the January 3, 2022 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the Financials of November 2021 and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to buy the Tractor and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to buy the water pump and the hose kit. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to accept the quote for the man hole lids and Council Member Tina Nowlin second. All were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to buy the air relief valve for Well 2 from Southern Pipe and Supply for $892.00. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Tina Nowlin will bring in an outline and cost for an Easter Event to next Council Meeting.


    Council Member Tommy Ferguson made a motion in Old Business to bring Lisa Raley back to her previous pay as water clerk and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.

    Council Member Tommy Ferguson made a motion to find out if Mr. Bennie McNeill’s land works for the sewer system from CDG Engineers. Council Member Vivian Jones second and all were in favor so the motion carried.

    Council Member Tommy Ferguson made a motion to approve the minutes of the November 1, 2021 meeting and Council Member King Thomas second. All were in favor so the motion carried.


    Council Member Cindy Gaylor made a motion to approve the September and October 2021 Financials. Council Member Vivian Jones second and all were in favor so the motion carried.


    Council Member Tina Nowlin made a motion to give the cost-of-living adjustment to parttime employees which will be $75.00 and the employees who is here less than a year gets $150.00 and the rest will stay the same. Council Member Cindy Gaylor second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to give up to $2,000.00 for the Christmas at the Walking Trail and Council Member Vivian Jones second. All were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to buy the new sensor for the meter pit now and Council Member Cindy Gaylor second. All were in favor so the motion carried.
    Council Member Tommy Ferguson made a motion to accept the quote and fix the 2015 Police Tahoe. Council Member King Thomas second and all were in favor so the motion carried.
    Council Member Cindy Gaylor made a motion to adjourn and Council Member Tina Nowlin second. All were in favor so the meeting was adjourned.

    Council Member Tommy Ferguson made a motion to approve for the Mayor, the Council and the employees to go to the Second Congressional Dinner and Meeting. Council Member Cindy Gaylor second and all were in favor so the motion carried.


    Council Member Tommy Ferguson made a motion to talk to Mr. Harold Griffin’s family about buying land for the sewer system but the motion dies without a second.
