Council Meeting Minutes

MINUTES- January 5, 2026

The City Council of the City of Kinsey held its regular meeting on Monday, January 5, 2026 at 6:30 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Nancy Roediger, Vivian Jones, Tina Nowlin, Gene Sims, City Clerk Rachel Exum, Police Chief Jim Mock, Magistrate Caroline Barrett and several citizens of the community.

Council Member Vivian Jones opened the meeting with Prayer and the Pledge of Allegiance.

Council Member King Thomas made a motion to approve the minutes for the December 15, 2025 meeting and Council Member Whitney Nowlin second. All were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the Financials for November 2025 and Council Member Gene Sims second. All were in favor so the motion carried.

Chairman Brandon Shoupe of the Houston County Commissioners, was at the meeting to discuss and answer any questions about the SSUT Lawsuit.

Council Member Vivian Jones made a motion to waive the reading of SSUT Lawsuit Resolution 1-7-2026 and Council Member Wayne Nowlin second. Mayor Jason Reneau called for a roll call vote: Council Member King Thomas said yay, Council Member Wayne Nowlin said yay, Council Member Whitney Nowlin said yay, Council Member Nancy Roediger said yay, Council Member Vivian Jones said yay, Council Member Tina Nowlin said yay and Council Member Gene Sims said yay. All were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the SSUT Lawsuit Resolution 1-7-2026 and Council Member Wayne Nowlin second. All were in favor so the motion carried.

Mr. Alex Culbreth from SmartBank, was at the meeting to discuss and answer any questions from the Council Members.

Council Member Nancy Roediger made a motion to move the cities’ bank accounts from HNB First Bank to SmartBank and to make Mayor Jason Reneau, Council Member King Thomas and City Clerk Rachel Exum designated signees on the bank accounts. Council Member King Thomas second and all were in favor so the motion carried.

Council Member Wayne Nowlin made a motion to Proclaim January 2026 Human Trafficking Prevention Month and take a picture after the meeting. Council Member King Thomas second and all were in favor so the motion carried.

Council Member Gene Sims made a motion to approve the Rebuild Alabama Act Annual Transportation Plan and Council Member Vivian Jones second. All were in favor so the motion carried.

The Mayor and the Council Members talked about the Council Meeting on Martin Luther King Day and decided to go ahead and have the meeting. No motion needed.

Council Member Gene Sims made a motion to change the Mileage for taking vehicles home from 10 miles to 20 miles. Council Member Vivian Jones second and all were in favor so the motion carried.

Council Member Nancy Roediger made a motion to approve to send Max Colon to the Conference in March 2026 for his certification hours. Council Member Whitney Nowlin second and all were in favor so the motion carried.

Council Member Gene Sims made a motion to nominate DeAnna Johnson for the Planning and Zoning Board and Council Member Vivian Jones second. All were in favor so the motion carried.

The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

General Business:

  1. Wayne Nowlin’s resignation letter from the Board of Adjustments

Council Member Vivian Jones made a motion to adjourn and Council Member Gene Sims second. All were in favor so the meeting was adjourned.  

MINUTES- January 19,2026

The City Council of the City of Kinsey held its regular meeting on Monday, January 19, 2026 at 6:30 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Nancy Roediger, Vivian Jones, Tina Nowlin, Gene Sims, City Clerk Rachel Exum, Police Chief Jim Mock, Corporal Jadyn Morgan, Police Officer Chris Ball and a few citizens of the community.

Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.

Council Member Gene Sims made a motion to approve the minutes for the January 5, 2026 meeting and Council Member King Thomas second. All were in favor so the motion carried.

Mr. Bill Durden from the HEDA Foundation presented a $5,000.00 check which $2,500.00 will go to the Police Department and $2,500.00 will go to the Fire Department and a picture was made with Mr. Bill Durden, Mayor, Council Members and the Police Department with the K-9 Dog, Vivi.

Council Member Vivian Jones made a motion to approve Wayne Nowlin’s resignation letter from the Board of Adjustments. Council Member Gene Sims second and all were in favor so the motion carried.

Council Member Gene Sims made a motion to nominate Christian Durden to the Board of Adjustments and Council Member Wayne Nowlin second. All were in favor so the motion carried.

Council Member Wayne Nowlin made a motion to pay half of the Municipal Insurance, presented by Higginbotham Insurance Agency for Travelers Company, of $60,341.00 by February 1, 2026 and pay the other half of it in 6 months. Council Member King Thomas second and all were in favor so the motion carried.

The Mayor talked about the CDBG Grant/Signature of Easements for the owner of the properties to sign before the project starts.

The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

General Business:

  1. Salaries from other town/cities’
  2. New Salary Scale

Water Department:

  1. Meter for Sewer Treatment Plant

Council Member Tina Nowlin made a motion to adjourn and Council Member Vivian Jones second. All were in favor so the meeting was adjourned.

MINUTES- February 2, 2026

The City Council of the City of Kinsey held its regular meeting on Monday, February 2, 2026 at 6:30 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Nancy Roediger, Vivian Jones, Gene Sims, City Clerk Rachel Exum, Water/Wastewater Operator Max Colon, Police Chief Jim Mock and several citizens of the community. Absent was Council Member Tina Nowlin.

Mr. Kerry Laseter opened the meeting with Prayer and the Pledge of Allegiance.

Council Member Gene Sims made a motion to approve the minutes for the January 19, 2026 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the Financials for December 2025 and Council Member Gene Sims second. All were in favor so the motion carried.

Council Member Gene Sims made a motion to table the salaries from other town/cities to the next council meeting and Council Member Whitney Nowlin second. All were in favor so the motion carried.

Council Member Vivian Jones made a motion to table the new salary scale to the next council meeting and Council Member Whitney Nowlin second. All were in favor so the motion carried.

Council Member Gene Sims made a motion to recommend Wes Bell to be the new prosecutor for the Municipal Court. Council Member Vivian Jones second and all were in favor so the motion carried.  

Council Member Gene Sims made a motion to approve spending $2,000 dollars more for the Easter Event on Saturday March 21st, 2026. Council Member Vivian Jones second and all were in favor so the motion carried.

Council Member Gene Sims made a motion to rezone 12.6 acres plus or minus at Adams Acres at 260 JW Rich Road from A-C Agricultural/Conservation to C-1 Central Business/Local Shopping. Council Member King Thomas second and all were in favor so the motion carried.

Council Member Wayne Nowlin made a motion to approve buying the meter for the Sewer Treatment Plant for $10,728 and Council Member Gene Sims second. All were in favor so the motion carried.

The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

General Business:

  1. WRC Clean-up on Hwy 431 within the city limits

Council Member Vivian Jones made a motion to adjourn and Council Member Gene Sims second. All were in favor so the meeting was adjourned.

MINUTES- February 16, 2026

The City Council of the City of Kinsey held its regular meeting on Monday, February 16, 2026 at 6:30 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Vivian Jones, Tina Nowlin, Gene Sims, City Clerk Rachel Exum, Police Chief Jim Mock, Officer Chris Ball and several citizens of the community. Absent was Council Member Nancy Roediger.

Mayor Jason Reneau opened the meeting with Prayer and the Pledge of Allegiance.

Council Member Wayne Nowlin made a motion to approve the minutes for the February 2, 2026 meeting and Council Member King Thomas second. All were in favor so the motion carried.

Council Member Whitney Nowlin made a motion to leave the salaries for the employees as is and Council Member Wayne Nowlin second. All were in favor except Council Member Tina Nowlin said nay but the motion carried.

Council Member Wayne Nowlin made a motion to approve the new salary scale and Council Member King Thomas second. All were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the quote from WRC to clean-up on Hwy 431 within the city limits for $135.00. Council Member Wayne Nowlin second and all were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the name change from Town of Kinsey to City of Kinsey. Council Member Gene Sims second and all were in favor so the motion carried.

There was nothing on the Administrative Meeting Agenda to go over.

Council Member Tina Nowlin made a motion to adjourn and Council Member Gene Sims second. All were in favor so the meeting was adjourned.

MINUTES- March 2, 2026

The City Council of the City of Kinsey held its regular meeting on Monday, March 2, 2026 at 6:30 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Nancy Roediger, Vivian Jones, Tina Nowlin, Gene Sims, City Clerk Rachel Exum, Magistrate Caroline Torbert, Police Chief Jim Mock, Corporal Jadyn Morgan and a couple citizens of the community.

Council Member Nancy Roediger opened the meeting with Prayer and the Pledge of Allegiance.

Council Member Vivian Jones made a motion to approve the minutes for the February 16, 2026 meeting and Council Member Whitney Nowlin second. All were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the Financials for January 2026 and Council Member Whitney Nowlin second. All were in favor so the motion carried.

Council Member Nancy Roediger made a motion to approve spending $1,000.00 on the bathroom partitions at the pavilion. Council Member Wayne Nowlin second and all were in favor so the motion carried.

Council Member Wayne Nowlin made a motion to approve of the WRC Quote of $270.00 for trash pick-up monthly. Council Member Gene Sims second and all were in favor so the motion carried.

Mayor Jason Reneau mentioned the Power Outage for March 3, 2026 that Wiregrass Electric was doing for maintenance.

Police Chief Jim Mock commended Corporal Jadyn Morgan and gave him a certificate of promotion to Sergeant.

The Mayor mentioned the Easter Event on March 21, 2026 from 11:30 am to 4:00 pm with Church of the Crossings.

The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

General Business:

  1. Send new employee Brianna Daniels to Orientation Classes

The Mayor and the Council decided to leave Rate Change/Amendment to Rules & Regulations on the Administrative Meeting Agenda for the next council meeting.

The Mayor went over some dates that will be happening in April.

Council Member Vivian Jones made a motion to adjourn and Council Member Gene Sims second. All were in favor so the meeting was adjourned.

MINUTES- March 16, 2026
The City Council of the City of Kinsey held its regular meeting on Monday, March 16, 2026 at 6:30 pm at the Senior Building.
Mayor Jason Reneau called the meeting to order.
Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Nancy Roediger, Vivian Jones, Tina Nowlin, Gene Sims, City Clerk Rachel Exum, Police Chief Jim Mock, Corporal Jadyn Morgan and a couple of citizens of the community.
Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.
Mr. Bobby Lewis, who is running for Houston County Commission District No. 1, was at the council meeting to introduce himself before the election.
Council Member King Thomas made a motion to approve the minutes for the March 2, 2026 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.
Council Member Gene Sims made a motion to approve to send the new employee Brianna Daniels to Orientation Classes for Court Clerk and to stay 2 nights at the hotel. Council Member King Thomas second and the Mayor asked for a roll call vote. Council Member King Thomas said yay, Council Member Wayne Nowlin abstained, Council Member Whitney Nowlin abstained, Council Member Nancy Roediger said yay, Council Member Vivian Jones said yay, Council Member Tina Nowlin said yay and Council Member Gene Sims said yay. There was 5 yays and 2 abstained so the motion carried.
Mayor/Fire Chief Jason Reneau mentioned 2 big fires that were in Pansey and Lovetown.
The Co-Chairman Dianne Thomas reminded everyone about the Workshop Meeting for the Planning and Zoning Board on Tuesday, March 17, 2026 at 4:30 pm at the Senior Building.
The Mayor reminded everyone about the Easter Event on Saturday, March 21, 2026 from 11:30 am to 4:00 pm at the Kinsey Walking Trail.
The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

MINUTES- April 6, 2026

The City Council of the City of Kinsey held its regular meeting on Monday, April 6, 2026 at 6:30 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Nancy Roediger, Vivian Jones, Tina Nowlin, Gene Sims, City Clerk Rachel Exum, Police Chief Jim Mock, Sergeant Jadyn Morgan, Officer Chris Ball, Court Clerk Caroline Barrett, Magistrate Brianna Daniels and a few citizens of the community.

Council Member Nancy Roediger opened the meeting with Prayer and the Pledge of Allegiance.

Council Member King Thomas made a motion to approve the minutes for the March 16, 2026 meeting and Council Member Gene Sims second. All were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the financials for February 2026 and Council Member Gene Sims second. All were in favor so the motion carried.

Council Member Gene Sims made a motion to approve for $350.00 contribution to Alabama U.S.A. Youth Enhancement Alumni. Council Member Wayne Nowlin second and all were in favor so the motion carried.

Council Member Nancy Roediger made a motion to approve the Amendment to the Rules & Regulations for the rate change. Council Member Vivian Jones second and all were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the $2,582.00 DO Meter for the Sewer Plant. Council Member Whitney Nowlin second and all were in favor so the motion carried.

The Mayor brought up that the Town of Kinsey was awarded the Utility Vision Award from ARWA and to thank Max Colon, Chris Betsill and Jordan Douglas for there hard work.

Council Member Vivian Jones made a motion to table the body cameras from Axon and Council Member Gene Sims second. All were in favor so the motion carried.

The Co-Chairman, Dianne Thomas, mentioned the last workshop meeting on Tuesday, April the 7th at 4:30 pm at the Senior Building.

Mrs. Letetia Daniels Jackson, who is running for Houston County Commission District No. 1, was at the council meeting to introduce herself before the election.

The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

General Business:

  1. Class for Brianna Daniels for June 5th and June 12th

  1. Resolution 4-20-2026/MWPP Program

MINUTES April 20, 2026

The City Council of the City of Kinsey held its regular meeting on Monday, April 20, 2026 at 6:30 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Nancy Roediger, Vivian Jones, Tina Nowlin, Gene Sims, City Clerk Rachel Exum, Police Chief Jim Mock, Sergeant Jadyn Morgan, Police Officer Chris Ball, Magistrate Brianna Daniels, Court Clerk Caroline Barrett and a few citizens of the community.

Council Member King Thomas opened the meeting with Prayer and the Pledge of Allegiance.

Senator William Hagerty, Representative Rick Rehm, Executive Director of the Wiregrass RC&D Ronald Davis and Board Member Doug Sinquefield of the Wiregrass RC&D were at the Council Meeting to present the Kinsey Police Department with a check for 13,500.00 for the grant that the police department received for 5 laptops and 1 desktop computer. They also took a picture with the Mayor, Council Members and Police Dept.

Mr. Aristotle Kirkland, who is running for Alabama House of Representatives District 85, came to the meeting to introduce himself and answer any questions anyone had.

Council Member Gene Sims made a motion to approve the minutes for the April 6, 2026 meeting and Council Member Vivian Jones second. All were in favor so the motion carried.

Council Member Gene Sims made a motion to approve the class for Brianna Daniels for June 5th and June 12th and Council Member King Thomas second. Council Member Wayne Nowlin and Council Member Whitney Nowlin abstained but there were five Council Members who all agreed so the motion carried.

Council Member Wayne Nowlin made a motion to approve the new logo and seal for the city and to have t-shirts and polo shirts made up with the new logo. Council Member Gene Sims second and all were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the Resolution 4-20-2026/MWPP Program and Council Member King Thomas second. All were in favor so the motion carried.

Council Member Wayne Nowlin made a motion to approve for the city to pay for the first three payments and the police department to pay for the last three payments on the body cameras. Council Member Tina Nowlin second and all were in favor so the motion carried.

Sergeant Jadyn Morgan talked to the Mayor and the Council about the new K-9 Vest that was donated by the Brady’s K-9 Fund to Vivi.

Mayor Jason Reneau talked about how the Red Cross donated smoke detectors that any of the citizens can get for free, they just have to fill out a form and then the Fire Department will come and put them up.

The Mayor and the Council went into the Administrative Meeting and the following items were moved to the next Council Agenda.

MINUTES- May 4, 2026

The City Council of the City of Kinsey held its regular meeting on Monday, May 4, 2026 at 6:30 pm at the Senior Building.

Mayor Jason Reneau called the meeting to order.

Others present were Council Members King Thomas, Wayne Nowlin, Whitney Nowlin, Nancy Roediger, Vivian Jones, Tina Nowlin, Gene Sims, City Clerk Rachel Exum, Police Chief Jim Mock, Sergeant Jadyn Morgan, Magistrate Brianna Daniels, Court Clerk Caroline Barrett, Water/Wastewater Max Colon and a few citizens of the community.

Mr. Kerry Laseter opened the meeting with Prayer and the Pledge of Allegiance.

Council Member Gene Sims made a motion to approve the minutes for the April 20, 2026 meeting and Council Member King Thomas second. All were in favor so the motion carried.

Council Member Vivian Jones made a motion to approve the financials for March 2026 and Council Member Whitney Nowlin second. All were in favor so the motion carried.

The Mayor read the Millage Resolution 5/4/2026 out loud. Council Member Vivian Jones made a motion to approve the Millage Resolution 5/4/2026 and Council Member Gene Sims second. All were in favor so the motion carried.

Council Member Nancy Roediger made a motion to approve the Houston County Mayors’ Association Bylaws and Council Member Wayne Nowlin second. The Mayor called for a roll call vote. Council Member King Thomas said yea, Council Member Wayne Nowlin said yea, Council Member Whitney Nowlin said yea, Council Member Nancy Roediger said yea, Council Member Vivian Jones said yea, Council Member Tina Nowlin said nay and Council Member Gene Sims said yea. There were 6 yeas and 1 nay so the motion carried.

There was no action taken on the Semi-Truck Parking.

Council Member Wayne Nowlin made a motion to approve the quote for the pump for the WWTP for $8,550.00 and Council Member King Thomas second. All were in favor so the motion carried.  

The Police Chief Jim Mock talked about the fundraiser that the police department and the fire department for the burn victims from the fire on Dover Road which they are selling Boston Butts and Rack of Ribs.

The Mayor talked about the fire on Dover Road and thanked the police department and others that helped with the fire. The Mayor also talked about the smoke detectors that everyone can get for free.

Mrs. Letetia Jackson, who is running for Houston County Commission District One, thanked everyone who helped with the fish fry that she had at the park.  

The Mayor talked about the stripes for the Basketball Court and about donations of different kind of balls for the park.

The Mayor and the Council went into the Administrative Meeting and the following item was moved to the next Council Agenda.

  1. Floodplain Ordinance

Council Member Vivian Jones made a motion to adjourn and Council Member Gene Sims second. All were in favor so the meeting was adjourned.
